Mher D. Sahakyan chaired a “Deterrence in a Changing World” panel during the ISA Northeast Annual Conference

Dr. Mher D. Sahakyan, a Fulbright Visiting Scholar at the SAIS, Johns Hopkins University and the Director of China-Eurasia Council for Political and Strategic Research, chaired a panel titled “Deterrence in a Changing World” at the ISA Northeast Annual Conference.
As he mentioned during his opening remarks of the “Deterrence in a Changing World” panel, the situation is not stable in the World. Ongoing wars between Russia and Ukraine, Israel and Hamas, Israel and Hezbollah, and NATO and Iranian involvement can still escalate the Third World War and also a nuclear catastrophe. There are also tensions in the South China Sea because of territorial disputes between China and regional states, which can stand a reason for the war in Taiwan or other military clashes in the Asia-Pacific region. It appears that even nuclear Deterrence is not working anymore.
In the 21st century, Deterrence in cyberspace is also among the priorities as it is in mainland, maritime, air, and space directions. Tensions in cyberspace between the US and China, the US and Russia, the EU and Russia, and other great, middle, and small powers pose a real problem for international security. Therefore, we are here today to address why and how these problems are arising, as well as how we can effectively organize Deterrence in this challenging and changing World. What kind of impact can have force posture on Strategic Stability? What do we need to do?

To address these issues, we united accomplished scholars on this panel.
